City Of Janesville Economic Development - 12/13/2022

Last night, the City Council approved the purchase of 129 acres of land on CTH G, south of the Dollar General facility, with an option to purchase an additional 267.5 acres. The acquisition and future land sale on the City's far south side correspond with the City's long-term plans to pursue and expand industrial development projects, creating continued job growth. 

The City has a history of successfully purchasing and developing land for industrial uses as a part of its Economic Development Strategy. Janesville currently has limited land for larger developments, and having these parcels readily available is necessary for the City to compete for new opportunities.  

The subject property considered at the City Council meeting on Monday, December 12, includes a combined 396.5 acres of land located at the southwest corner of STH 11 and CTH G (Beloit Avenue) near Dollar General's Regional Distribution Facility, Shine Medical Technologies, and NaturPak Pet. The acquisition of land in this corridor is defined under two separate Options to Purchase, which include 129 acres (Option 1) and 267.5 acres (Option 2). Exercising Option 1 and purchasing that portion now while securing another option to purchase later (Option 2) is necessary to continue positioning Janesville for additional industrial growth. 

Once acquired, the subject property will be proposed for inclusion in a new Tax Incremental District (TID) to facilitate future industrial development and necessary infrastructure. Additionally, the annexation and zoning of the properties will be required. The future land use of the City of Janesville Comprehensive Plan designates the sites appropriate for Light Industrial Development. These parcels are ideally located near major regional transportation corridors and facilities, including USH 51, STH 11, CTH G, I-39/90, and the Southern Wisconsin Regional Airport. 

The Economic Development Office is currently working with developers on future facilities that could be a good fit for these industrial sites. Additionally, there are concerted efforts from the Planning, Engineering, and Building Divisions of the Department of Public Works to continue through the many vital steps necessary for public infrastructure and right-of-way for this new industrial endeavor. 

On the land purchase, Police Chief David Moore, Acting City Manager, shared, "With this Council action, the City will build upon the momentum of Janesville's recent industrial development and help facilitate continued economic growth for our community." Adding to this announcement, Economic Development Director Jimsi Kuborn said, "Our goal is to create greater probability for development, staying top of mind as an industrial hot-spot and growing opportunities for our residents."
